the Council to vote a small sum for its commencement this year.

Quarters for one of the two Inspectors employed at the City

Slaughter-house are also required as no European accommodation

is available in the neighbourhood and it is important that

both Inspectors should be at hand in case of emergency. The

expenditure on these two items is estimated at $32,500. The

Sanitary Board has recommended the erection of fruit and

vegetable markets in the Eastern District of Victoria and at

Yaunati in Kowloon with a view to providing accommodation for

and so obtaining better supervision over hawkers of these

viands. The internal alterations at the Kennedy Town

Infectious Hospital, put down at £2,500, are designed to

afford more extensive accommodation for private patients. I

have included 82,000 for a much needed office for the Director

of the Observatory and 85,000 for an extension of Belilios

Girls School which has outgrown its present quarters. In

connection with the amount of $7,000 appropriated for a

Sanitary Office in the Western District I would refer you to

the explanation given in para raph 11 (B) of Sir Henry May's
